Car clubs in Cornwall

Carplus worked with Cornwall Council to assess the potential to develop car club services in the county in order to meet some of the Council’s key transport goals.

The programme

Car clubs were identified by Cornwall Council as a means to help to contribute towards two of the Council’s major transport goals:

  • Tackling climate change

  • Supporting equality of opportunity to access goods and services in Cornwall

The potential benefits of car clubs to Cornwall’s residents, employers and visitors was key to the car club scheme’s inclusion as a low cost measure in the Local Transport Plan budget for 2013-14.

Key work areas

As part of the car club strategy, we developed an implementation plan for car clubs in the county with a view to starting operations in 2014. This report outlined how the adoption of car clubs would contribute towards Cornwall’s policy objectives. It also provided advice on the different models of operation and delivery that might be suitable for adoption in Cornwall.

The report is currently being considered by Cornwall Council officers, and if given the go ahead could be rolled out in Truro and Falmouth in 2014. These locations were selected because they met some of requirements of car club operations, there was an interest from the local community  and in some cases there was potential corporate interest in using the car club for business travel by staff of the Council, NHS and higher and further education. Two others involved in the consultations – Wadebridge and St Ives – could be included if more evidence from prospective users was available.

The long term success of the car club will depend on creating a viable enterprise serving residential and corporate users.
